Professor Wesley, or Wes for short, is a brilliant scientist who worked on cloning dinosaurs through the use of special Amazonian tea leaves (How? Nobody knows). He has a science lab/base located in a northern location, possibly because he hoped the cold climate would help contain the presumably cold blooded dinosaurs he's cloning. Unfortunately, this safety measure failed as one dinosaur escaped, defying the icy temperatures—and wreaked havoc as the professor could only helplessly look on.
